One of the challenges with not having mission driven teams living and breathing a problem is that you get superficial solutions. Knowledge transfer works only when it is spot on and you are disciplined about it. This takes time and effort. Coordination of resourcing for these tasks takes time and likely has to be done in a centralised way. This also takes time and effort.

While what you define with Task Force Defined Development sounds good, it requires a high fidelity definition of tasks, coordination and a few individuals driving the ship. This is fine, but it makes organizations hierarchical and comes at the cost of speed, autonomy and innovation.
